Each year, the Hanover Police Department recognizes employees for their commitment to our ideals, their dedication to the community, and their willingness to go above and beyond in service to others.

Promotions and Special Awards
Sgt. Matthew Ufford Promoted to Lieutenant
Lieutenant Ufford started his full-time career with the Hanover Police Department on December 10, 2002. He had served as a part-time officer prior to his full-time appointment. He graduated from the 130th Police Academy at NHPSTC in 2003. He was promoted to the rank of Sergeant in 2015 and has been an integral member of the Patrol Division and mentor to many.
Officer Jeph Underwood Receives LifeSaving Award for CPR Response
Sergeant Dan Fowler nominated Officer Jeph Underwood for a Lifesaving Award for his efforts on a call in December 2024 where he responded to reports of an unresponsive male. Officer Underwood was the first person to render lifesaving aid to the patient using an AED from his patrol vehicle. Captain Josh Lounsbury from the Hanover Fire Department also submitted an email to Sgt. Fowler to acknowledge the efforts of Officer Underwood which resulted in the return of “spontaneous circulation” of the patient after the shock from the AED. Capt. Lounsbury also noted that Ofc. Underwood correctly assessed the patient to be in cardiac arrest upon arrival, updated fire units of the condition of the patient and initiated the proper protocols.
Captain Martin Receives LifeSaving Award for Bike Accident
Lieutenant Michael Schibuola nominated Captain Jim Martin for a Lifesaving Award after an incident in October left an elderly female with a grievous injury to her leg. She had been struck by a cyclist and sustained a large laceration which required the use of a tourniquet to control the bleeding. Captain Martin rendered aid and continued to provide medical assistance until EMS arrived on scene. The victim later stopped by HPD to thank Captain Martin for his assistance.
Records Coordinator and Evidence Technician Sheryl Tallman Receives Outstanding Service Award
Captain Jim Martin nominated Sheryl Tallman for an Outstanding Service Award in recognition of her exceptional contributions to the Hanover Police Department. Mrs. Tallman played an integral role in HPD’s successful Accreditation process due to her meticulous management of the Evidence and Property Room. In addition, she had to manage an unprecedented number of report requests over the past year in addition to her prosecutorial duties which were significantly impacted by a notable increase in cases.
Lieutenant Michael Schibuola Receives Outstanding Service Award
Lt. Michael Schibuola was nominated for an Outstanding Service Award for his exceptional leadership and investigative work in a joint Hanover PD and FBI investigation that led to the conviction of an employee at Dartmouth College’s newspaper who embezzled over $223,000 over the course of 4 years. Captain Martin nominated Lt. Schibuola for this award noting “Lt. Schibuola’s relentless pursuit of justice, coupled with his exceptional leadership in coordinating a multi-agency investigation makes him an ideal candidate” for this award.
Sgt. Fowler and Ofc. Aaron Frank Receive Outstanding Service Award
In September, Sergeant Dan Fowler and Officer Aaron Frank responded to the report of a suicidal subject. Their use of a calm response and sound tactics during this incident allowed them to take the subject into custody without additional injury. Lt. Schibuola nominated Sgt. Fowler and Officer Frank for this Outstanding Service Award for their actions.
Detective Tim Meenagh Receives Outstanding Service Award
Det. Corporal Meenagh was nominated by Lieutenant Schibuola for the Outstanding Service Award for his work investigating the drowning of a Dartmouth Student beginning in July. Det. Meenagh conducted a “very thorough and exceptional investigation of this tragedy which also received national attention.”
This investigation involved regular contact with the victim’s family and interactions with over 30 witnesses. Det Cpl. Meenagh assisted Dartmouth College in evaluating the waterfront to improve overall safety after making a commitment to the family to effect change in the hope of preventing another tragedy.
